really end Marijuana Prohibition once and for all within a period of
weeks.
If you have been reading my many
articles at MERP headquarters you would know that I am an advocate for
adult Americans to be able to simply grow all of the Marijuana that they
require without any forms of taxation or regulation. While MERP does not
forbid government taxation or licensing it treats “self cultivation” as
a sacred, inalienable right.

On November 21st, 2009 we launched the petition drive to immediately
Re-Legalize Marijuana through full implementation of the MERP Model.
This was done through a protest rally in front of the City Hall in
Dearborn, Michigan. Barely a dozen people showed up for the
protest despite sending out over 100 invitations to various Michigan
Drug Reform Organizations including Michigan NORML Chapters, the
Michigan Medical Marijuana Association etc.

I believe the reason that these organizations gave us the "cold
shoulder" is because they really do not favor individual adults having
the inalienable right to grow their own Marijuana. And this is
quite understandable since, once legal, you will not have to purchase a
"Marijuana Card" nor pay for a consult in order to a doctor to recommend
that you be granted such a card. "Caregivers" -- those that
provide Marijuana to Medical Patients -- are also not in favor of the
petition because they will no longer be able to charge these outrages
prices -- $300 to $500 dollars an ounce -- when ALL adult Americans have
the right to simply "grow their own" for free, or for around $25 an
ounce if they grow indoors under high intensity discharge lamps,
fluorescents, or LED light arrays.
But despite being ignored by these groups the event was a
resounding success given the mere 4 weeks of planning and the fact that
we had no budget to promote the event. The Dearborn Press and
Guide did a fabulous pre-story on the event a few days before it took
place, effectively making thousands aware of this new initiative to
Re-Legalize Marijuana. You can read the entire article below:
A rally trying to make it legal
for adults to grow their own marijuana is scheduled for Nov. 21, at
Dearborn City Hall, 13615 Michigan Ave.
Bruce W. Cain of Dearborn Heights is organizing the event, slated to
start at 3 p.m.
“Who knows how it is going to turn out,” said Cain, a Web developer who
has had a difficult time drawing attention to the scheduled protest.
Cain admitted there are more important issues then legalizing marijuana
on the national agenda, but said this single step could save the country
billions in the war on drugs and single handedly abolish the Mexican
drug cartel.
“It’s the dumbest issue. It’s obvious what needs to be done,” Cain said.
Unlike some other groups supporting medical use of marijuana, Cain wants
the substance treated more like alcohol. People should be allowed to
produce what they want for their own consumption tax-free and regulation
free. It also should be easy for adults to purchase.
“There are many, many plants that are dangerous, but marijuana is not
one of those plants,” Cain said. Tests have shown marijuana is safer to
lab animals than aspirin, he said.
He calls his plan the Marijuana Relegalization Policy Model and would
like to see a joint session of Congress convened to approve it. That
single step would put the Mexican drug cartels out of business “without
any blood or treasure” from Americans, he argued.
Marijuana has not been legalized because too many Americans make money
off of it from lawyers and law enforcement to pharmaceutical companies
working to provide similar compounds.
Cain said he has studied national drug policies for 20 years and watched
the debate about pot shift from hippies who just wanted to grow their
own to focusing on marijuana as a controlled medicine.
But approving marijuana, as a medicine will keep it too expensive, even
if dispensaries were some day opened to those without prescriptions.
Some national marijuana right groups “purport marijuana is no more
dangerous than beer, and I agree,” Cain said. People can make beer or
wine in their home for their own use or to share with adult friends, and
marijuana should be no different, he said.
Cain publishes a Web site called New Age Citizen, which he uses to
advance his fight for legalizing marijuana and other issues.
He chose Dearborn for his protest because it was close to home and
because he has seen evidence that Henry Ford’s company used hemp. Cain
has lived in the Dearborn area all his life, he said.
Legalizing marijuana would also allow for the production of commercial
hemp, which is used in fabrics, paper and other materials and can be
processed to create plastics and other products currently derived from
oil, Cain said.
But for now, growing hemp is illegal. Instead, 1 million Americans are
“criminalized” for possessing marijuana, he said.
“It just doesn’t make any sense,” Cain said.

The day of the event we had also
attracted two local newspapers and Channel 7 News provided coverage of
the event on their 7 PM and 11 PM television news. The event
went on for about an hour and a half: ending with a formal address by
the author of the MERP Model, Bruce W. Cain. Both the news video
and the address by Bruce Cain will be made available within the next two
days. As I write this article arrangements are being made for a
speaking tour at local music venues to raise consciousness for this
"game changing" initiative. I highly recommend that Cannibis
Consumers, and Non-Consumers alike, get on the MERP Mailing list in
order to keep abreast of what they can do individually to insure that
this does in fact come to pass.
This initiative is the "real deal"
you might say. Author, Bruce W. Cain, is an expert in the area of
Drug Policy and he has outlined a sound plan for immediately
Re-Legalizing Marijuana that is actually "doable." It basically
involves two main actions, to be completed through a special joint
session of Congress, using the same process used to shove the "TARP
Bailout" down our throats on October 3rd, 2008. Those two main
actions are as follows:
(1) Take Marijuana completely off the
Controlled Substances Act of 1970. Currently Marijuana is in
"Class 1" which means that it has no recognized Medical use. This
is absurd given that 13 states have now passed Medical Marijuana
Initiatives through state initiatives that have all passed with
resounding majorities by the voters of each respective state.
(2) Withdraw from all UN agreements
involving Marijuana
Once this special session of Congress
implements these changes every single adult American will immediately be
allowed to "self cultivate" all of the Marijuana they wish to grow.
It will immediately end Marijuana Prohibition in the United States.
Bruce Cain is also encouraging activists in other countries to also
implement the MERP Model through similar actions.

Petition for the Immediate Re-Legalization of Marijuana by
implementing MERP through a Special Joint Session of Congress:
We the undersigned
demand that President Obama immediately implement he MERP Model for
Marijuana Re-Legalization through a special emergency “joint” session of
Congress. This is the same approach that was used to pass the TARP
Bailout on 10/03/2008: a bill that was opposed by over 80% of the
American People and which only benefited the very same “banksters” that
have destroyed the US economy. According to a recent Zogby Poll
Marijuana Re-Legalization is now supported by 52% of the American people
and is expected to grow by at least 1% each year. The MERP model
basically treats the unlimited, untaxed, unregulated “self cultivation”
of Marijuana as a sacred, inalienable right. By implementing MERP three
important goals would immediately be achieved without any expenditure of
American “blood or treasure.” It would (1) destroy the Mexican Drug
Cartels; (2) allow access to free medicine by the sick and the poor, and
(3) will immediately stop any further home invasions by law
enforcement. It will also unleash the Agricultural and Industrial
products that can be made from Cannabis (e.g., Hemp). Note that a
street address is optional as long as you provide an email address. The
purpose of this petition is to send a message to Obama and alert the
activist community about upcoming events to end Marijuana Prohibition by

Bruce Cain is keenly aware that the
"moneyed" drug reform organizations (NORML, MPP, DPA etc.) are not
really honest brokers of the true reforms that will lead to full
Re-Legalization of Marijuana. Their incrementalist approach is
really aimed at treating Marijuana like "hard liquor" in order to
restrict the cultivation to a monopoly of "Government Marijuana
Dispensaries." Under this model you will still go to jail if
you insist on growing your own Marijuana and you will be forced to pay
$300 to $500 an ounce when you could actually be growing it for yourself
for free. This is both unacceptable, unnecessary and it does not
result in an optimum policy which best serves the interests of the
American People.
The strategy for implementing the
MERP model is impingent on the voluntary efforts of activists both on
and off the internet.
On the internet he encourages
activists to send the link to this page "virally" through Facebook,
MySpace and personal websites. The most important initial steps
are as follows. Many other actions can be taken by activists by
visiting the "MERP Activist Corner" at MERP Headquarters.

toward our goal of a million signatures and will also allow you to
simultaneously telegraph your support of Marijuana Re-Legalization to
President Obama and your Federal Representatives.

I am pleading for the support of the
activist community and individuals to get behind this realistic plan to
force the immediate Re-Legalization of Marijuana through MERP. It
will immediately destroy the Drug Cartels, provide free medicine for the
sick and poor and will also immediately stop Marijuana arrests for both
possession and cultivation of Marijuana. It will also unleash the
thousands of Industrial and Agricultural applications of Marijuana
creating thousands of new jobs for unemployed Americans. And best
of all it will not require undo taxation or regulation as supported by
the "moneyed" drug reform organizations. Should we succeed
Marijuana will be universally and immediately legalized throughout the
United States. This is the real deal.
Finally, although we are skeptical
that the "moneyed" drug reform organizations will support MERP we are
also very aware that many individuals within the state chapters of these
organizations are fully behind the MERP Model. We are aware of
this and encourage these activists to demand support for MERP within
their respective organizations. Perhaps eventually the National
"Moneyed" Organizations will eventually lend their currently lacking
support for the immediate legalization of Marijuana through full
implementation of the MERP Model.
Please send the link to
