Over the coming months we will be
putting increasing pressure on various constituencies to support the
immediate implementation of the MERP Model for Marijuana
Re-Legalization.
The most important of these
constituencies will include:
* President Barrack Hussein Obama
* Federal Representatives in both the
House and Senate
* Moneyed Drug Reform Organizations
such as NORML, DPA, MPP etc.
* Celebrities within and outside of
the Marijuana Reform Movement
You can help in this process by
contacting the House and Senate members, from your State, and having
them answer the questions posed in the following article:
The form letter instructs your
representatives to send a copy of the answers to "MERP Headquarters"
where the information will be tabulated and made available to the MERP
Movement Activists. We will then be using this information to
eliminate, from Congress, all representatives that do not support the
immediate implementation of the MERP Model.

each individual expressed support for the MERP Model.
The most coveted support for the MERP
Model, to date, comes from John Sinclair, who knows, first hand, the
draconian nature of US Marijuana Policy. Because of his highly
public support for Marijuana Re-Legalization, in the late 1960's, he was
arrested -- and put in jail for 10 years -- for the mere possession of 2
Marijuana Cigarettes. Thankfully
John Lennon, from the Beatles,
threw a benefit for John Sinclair which contributed to his eventual
release as a political prisoner in the War on Marijuana consumers.
With this in mind I was absolutely elated by the email John Sinclair sent me on March
19th, 2009, endorsing the MERP Model:
Bruce,
"I see that you're starting to get some play here & there on the MERP
Model, keep up the good work and don't let anyone discourage you. It's
time to end this War on Drugs at last. Not that I support it, but the
events in Mexico show what happens when you have a War on Drugs and the
other side SHOWS UP TO FIGHT. They've just been pushing people around in
the States under this rubric for 40 years and it's time to stop!"

And believe me, no one is going to
discourage me from making sure Marijuana is Re-Legalized in a way that
best benefits both individual consumers and society in general.
And that would be through full implementation of the MERP Model.
Another coveted supported is Ron Kiczenski who sent President Clinton a
1/4 pound of Marijuana in the mid-90's to challenge the
constitutionality of the Marijuana laws. And as the grass root
activists are becoming more aware, of this movement toward a "Government
Marijuana Dispensary Model," support for MERP is growing like a wild
fire. Ron can be credited with increasing the upper limit for
personal cultivation from 100 plants to unlimited numbers under the MERP
Model. I made this change after he argued that 100 plants would
not be sufficient for growing Cannabis for food, tinctures and
additional agricultural and personal applications.
Krystle is Editor and Webmaster
for "NeuroSoup" which focuses on entheogenic plants and Meditation.
Here is how Krystle describes her support for the MERP Model in a recent
video that she did on the MERP Model:
"I'd prefer the MERP Plan to get passed because then we can all grow it.
I think it is our inalienable right to grow Marijuana and use it if we
want to. And I don't think we should have to pay taxes for it."
Marijuana Legalization via the MERP Plan
Krystle Cole was also gracious enough
to also write an article critiquing the MERP Model. To be fair
Krystle supports any model for Marijuana Re-Legalization that prevents
additional arrests of American Citizens. I am of the same mind as
I have supported the Medical Marijuana Initiative in 2007 which led to
the passage of Medical Marijuana with over 60% support in the 2008
elections. We both also supports the legalization of MDMA, (e.g.,
Ecstasy), via prescriptions. Frankly, I think all adults
should be able to grow all of the plant entheogenic without government
interference and I'm quite sure she is also agreeable to that.
I am so damn happy today I can barely
contain myself. A few weeks ago I sent Jodie and Marc Emery a
letter asking if they would support the MERP Model for Marijuana
Re-Legalization. Today Jodie and Marc Emery granted support to the
MERP Model for Marijuana Re-Legalization with the following words:
"With respect to the battle to
end prohibition/the war on drugs,
we support anything that sees
fewer people go to jail or prison.
In regards to government control, we oppose it in every regard, but know
that short of violent revolution there is no way to remove government
control of people's lives at this time.
So our immediate goal is to support anything that reduces imprisonment
of cannabis and drug users/producers/distributors. Our secondary goal is
to prevent expanding government control over everyday life."

The MERP Model will most definitely
prevent fewer people from going to jail or prison for consuming or
cultivating Marijuana. In fact many people are unaware that
both the Medical Marijuana Model and the various "Tax and Regulate"
Models will not actually stop the arrest of Marijuana consumers and
cultivators, In fact the number of arrests in Northern California,
which was the first Medical Marijuana State, continues to climb.
MERP, on the other hand will completely eliminate any additional people
going to jail or prison as well as grant clemency to all non-violent
Marijuana citizens currently in jail or prison.
Tim Felger is an activist from Canada
who came on board with MERP at the end of August. Like myself Tim
has concerns about the movement towards a Global Government controlled
by Multi-National Corporations. And of course the control of
Marijuana is just a small piece to the bigger puzzle. I highly

Joseph Pietri joined the ranks of
MERP supporters after this brief discussion on FaceBook on September 8,
2009:
Bruce Cain: MERP does not allow
the taxation of ANY amount of self-cultivated Marijuana but would allow
commercial taxation.
What worries me about your position is this quote:
"Its time for the government to admit its mistakes and stop lying to its
people. Marijuana is part of our culture and will always be. Marijuana
should be totally legal and regulated. The taxes from its sale should go
to support rehab clinics for our hard drug addicts. Our farmers should
be allowed to grow hemp again."
MERP does not allow tax, regulation or interference over
self-cultivation. Can you live with that?
Joseph Pietri: Yes
Pietri has been intimately involved
in Marijuana advocacy for literally decades. In his book "King of
Nepal" he looks at Marijuana from before Nixon began the war against
Cannabis in the 1960's:
In 1973, Richard Nixon, and his
recently established DEA, paid the King of Nepal (the late King Birendra)
$50+ million dollars to make marijuana and hashish illegal in Nepal.
Over night he created a criminal society, he made an ordinary thing
extra ordinary and a huge black market for hard drugs was created
American foreign drug policy and marijuana prohibition has lead to hard
core drug addiction in Southeast Asia.
Nepalese Royal Family involvement in the Heroin trade. High Adventure
hashish smuggling through the kingdom of Nepal, Pakistan and India.

Recently he has been warning about
some of the more repugnant practices of the "Cannabusiness" community
including the sale of feminized Dutch seeds that inevitably exhibit
hermaphroditic properties making them essentially useless for
cultivation.
In the following article Pietri
documents how the Marijuana reform movement has been infiltrated by a
bunch of greedy business people that have put their short term interests
above the greater good that will result when everyone is, once again,
able to grow their own Marijuana:
I guess I am the only one
speaking out trying to protect patients and stoner’s alike. Let’s see
now Grobot raided by DEA, I was banned in LA, my publisher bankrupted in
Germany by Cervantes, we have been attacked repeatedly, we are in a war
it’s the Ice Wars. Who is losing, patients and stoner’s alike that are
being marketed by mis-information and fleeced of there $ until they wise
up.
The seed companies are putting out garbage seeds that they call 100%
female, when actually it is a chemically engineered seed that hermies so
you can’t clone it or breed it. The Dutch want to make you seed junkies,
one seed one plant.
We have lived under prohibition since 1937 or longer in some of the
states in US, it was a way to ban people of color and minorities, now
that very scene bans one its elders for speaking out!
The Medical scene in the states is all about self-interest not patients.
They are in the way of legalization because like the Dutch they have a
niche were as only they can buy and sell cannabis legally. It’s funny to
hear Paul Stanford of THCF talk about taxation and regulation of medical
marijuana, not about total legalization, after all his foundations
brings in five million a year registering and re-registering patients on
yearly basis, if it were legal he’d be out of business. The clinics in
California sign up patients, who give their grow rights to clinics, for
the privilege of buying at $350-450 an ounce, the clinic then give you a
free eighth or quarter. Whoop De Do!
I highly recommend that you read this
entire article to begin to understand the War that is occurring silently
within the Marijuana Legalization Movement. In a nutshell this is
a war between "Cannabusiness" people that want to monopolize the
production of Marijuana and us "Neo Hippies" that understand that this
plant belongs to all of us, and should therefore be grown by all of us.
It is a war that we must win and I am so thankful to have activists such
as Pietri on our side.

Unfortunately groups such as NORML,
DPA, MPP appear to be ignoring the MERP Model option while giving either
explicit or tacit support to the "Government Marijuana Dispensary
Model." What the activist community is quickly beginning to
understand, is that under this model the government will essentially
monopolize Marijuana cultivation and those that dare to "grow their
own," will find themselves in prison. Activists are understandably
feeling betrayed that these organizations, which they believed were
working toward personal cultivation, are doing nothing of the sort.
The most succinct way that I have
summarized this to date is as follows:
"Doesn't it seem ironic that the
same government that was busting you for smoking Marijuana now wants to
effectively become your Marijuana dealer?
And doesn't it also bother you
that these organizations -- that are masquerading as "Marijuana Reform
Organizations" -- would support such garbage? I have two words for
letting them get away with such a thing. No Way!"

I would be ecstatic if these
"moneyed" drug reform organizations would, at least, allow the
discussion of the MERP Model as an alternative model for
Re-Legalization. But I'm not holding my breath and I won't be
discouraged by their current disdain for the MERP model. Frankly
many of the organizations are controlled by George Soros, who many of us
believe to be a major force behind the implementation of this
"Government Marijuana Dispensary Model." Sorry, but the activism
community is not going to settle for ANY model that prohibits us from
"growing our own" in any amount we wish to grow. And that means
without taxation, regulation, or other forms of government interference.
It is clear the President Obama is
vehemently opposed to the MERP Model and appears to be leaning towards
support of what I have called the "Government Marijuana Dispensary
Model." This does not serve the greater good of society and will
not deliver in two important areas:
* It will not take enough money out
of the "black market" Marijuana economy to destroy the Mexican Drug
Cartels.
* It will not allow medical users
access to free (or cheap) Marijuana: which can only be guaranteed by
making Marijuana cultivation a sacred, inalienable right, as is the case
under the MERP Model.
We have just begun to ask for support
from our Federal House and Senate members. So far I have just
recently sent letters to my representatives from Michigan: John Dingle,
Carl Levin and Debbie Stabenow (06/15/2009). As I said
earlier, you can help with this process by contacting your
representatives using the form letter in the following document:
Eventually all of this information will be abstracted
into a database so that voters can quickly see how their Representatives
stand on the MERP Model. And we will be encouraging all voters to
end the incumbency of any representative that does not support and
sponsor Congressional action to immediately implement the MERP Model.
It is my belief that -- with your help -- we can
implement MERP as early as 2009. How long it will take is
dependent on the numbers of supporters and the ferocity of their
individual activism. So if you want to see the full potential of
Marijuana -- for Medicinal, Agricultural, Industrial, Environmental and
Recreational application -- then please set aside some time to push the
MERP Movement forward.
Unlike many of the moneyed organizations, I am not
trying to make a career out of this. I just want to get is done so
I can focus on the other 9 planks of the "New Agenda for America."
So please do whatever you can to help get this done.
